The lifelong resident of Newport graduated from Nokomis High School in 1954 where he played for the Warriors basketball team. He spent a postgraduate year at Higgins Classical Institute in Charleston before enlisting in the United States Army and continuing his playing while stationed in Germany for three years.. Howard returned to Newport and became a top rated board official in both the high school and college ranks.
